Introduced 2004 House Bill 3113 to make various changes to the law
surrounding police, fire, and municipal employees retirement plans. Among
the changes, the bill: 1) allows for the investment by the Minneapolis
Employee Retirement fund in promissory notes issued by Minneapolis, 2)
allows Minneapolis to issue promissory notes to make up for a cash
deficiency in the retirement benefit fund, 3) establishes a Minneapolis
Public Pension Plan Investment Advisory Board to review investment policies
of the Minneapolis public pension plans.

Introduced 2004 House Bill 2844 to set December 31st, 2020 as the date for
"full funding of the Minneapolis Police Relief Association." The bill also
increases the number of units of service pension for 20 or more years of
service than they would be entitled to under current law and prohibits the
dollar amount of any pension for association members from being reduced.

Introduced 2004 House Bill 2745 to requiring a local referendum on pension
deficit bonding by local governments.
