Emily and others,

  I truly cannot speak for any of the Board Members BUT... When the vote 
on Crown Hydro was postponed it was placed on the May 5th agenda because 
Commissioner Fine would not be at the April 20th meeting.  I would be 
willing to hazard a guess however that the two commissioners having the 
most difficult time making a decision are Commissioners Young and 
Dziedzic.  Commissioner Young is very supportive of renewable energy but 
is mighty concerned about the possible damage.  Commissioner Dziedzic is 
concerned because he has constituants on the east side of the river whose 
opinions matter to him.  Many of the other commissioners have had 
questions about zoning, lease provisions (Commissioner Erwin) etc..  
Having attended some of these Park Board meetings I see a hard decision 
in the making.
  Unlike the meeting in December where the interim superintendent was 
chosen this decision could have much further reaching repercussions.  He 
could be gone in December, I would hate to be responsible for the loss of 
the Falls or the Stone Arch Bridge.
