Before Friday's vote, Ryan agreed to increase its goals for minority contractors at the site from a 12 to a 13 percent target. The company also will seek to hit an 11 percent target for female contractors. Those numbers weren't good enough for Council Member Natalie Johnson Lee, who was the only vote or speaker against the project.
