No one on the Minneapolis School Board needs to go to Speaker Sviggum and ask how they can "get around" PELRA (Public Employees Labor Relations Act). Just outsource the work, exactly like the state government itself is doing to get rid of those pesky unionized public employees. Outsourcing is cheaper because they don't have to provide those expensive extras that collective bargining provides like health insurance, overtime pay and a living wage. This way all your services are cheaper and the outsourcing company can still make a profit. I have a feeling though that someone somewhere will figure out that since they are doing the work for the school system (even if through a middleman) that with a good attorney and a classaction suit they might justly use PELRA to sue and someone is going to have to pay and it will probably be the taxpayers...thus saving 0.
