I've been thinking more about this idea of regulating smoking in bars and
restaurants vs. banning it.

Some folks have proposed that improving ventilation might be a preferable
approach for dealing with secondhand smoke.

Interestingly, at my neighborhood meeting the other day, my council member
gave a brief update on an air emissions problem with one of the local
industrial facilities here in Northeast.

Apparently, last Saturday evening, the Interplastics facility at 2015
Broadway St. had a malfunction with the thermal oxidizer that they employ to
reduce emissions and odors stemming from the facility. The thermal oxidizer
system was reportedly only down for about half an hour, but that was long
enough for folks shopping at the Quarry nearby to notice something was wrong
and complain. Consider also the whole Gopher State Ethanol fiasco for our
sister city to the east.

So that brings the question to my mind, if we choose to pursue a technical
fix for the problem of secondhand smoke in the form of improving ventilation
in our bars and restaurants, what do we do when the inevitable breakdowns
occur? Because they will occur.
