I think a great way to do this would be to keep the warehouse district
active later. 2 am, to be honest, is pretty early . . . by 3 or 4, though,
people will start heading home on their own. I think this should be done in
two ways:

1) Later bar closing times. I looked for some research on this, couldn't
find anything to support my hypothesis . . . but I believe that later bar
closing times will help break up the crowds somewhat.

More importantly . . . 

2) Places to go after the bars close! Since I've moved here, I've been
baffled that there are so few places to eat after bar closing. Seeing
pictures of the 2 am line in front of Pizza Luce (in a recent Strib
article) has only confirmed my opinion that business-people in Minneapolis
are missing something. Would that I had the money to start up a restaurant
in the warehouse district--more of these places would make somebody a ton
of money, and give lots of bar patrons a place to go, sober up, and get off
the streets.

Given the tension between the city and the state, I don't know if the
discussion can be done without confrontation. I will tell you what I'd like
to see, though. I think the city of Minneapolis should as for a downtown
presence by state troopers Friday and Saturday nights.
