Actually, no, Vicky.  The proposed ordinance is clear that it is
applicable to a private club if that club is also a place of work where
"two or more persons acting under an employment relationship provide
cleaning, catering, food or beverage service, maintenance, or other
support services in the location."  The Minneapolis Club would
definitely fall into this category.

Obviously, the lack of an exemption for 'private clubs' has more to do
with workers who must deal with second hand smoke than a private club
that, perhaps, exists solely to smoke and doesn't require any employees
to put up with the smoke.

Just so smokers' rights folks, libertarians, etc., don't get their
undies in a bunch, no one is saying I will be prohibited from inviting a
pack of Felipe Gregorio afficianados over to my private home and have a
cigarfest on some Saturday night.  The ordinance won't touch that.  Nor
will it touch a private smoking club where the members do the cleaning,
catering, food or beverage service, etc., and are not under an
employment relationship.  Nor, I guess, a private club that hires one
person to do the cleaning, catering, etc.
