Would setting up video surveillance of the front of
your property be benefitial?   Not necessarily as a
deterrent to the "thugs", it might just encourage
them, but as a means of documenting the behavior,
especially if they attempt any vandalism.

Easy enough to set up.  Purchase (or maybe you already
have) an older handicam at a pawnshop.   Plug the
video output into an old VCR and load it with a 8 hour
videotape (set at SLP speed).   You could switch tapes
every 8 hours or just set the timer to record during
the trouble hours.   Stick the camera on a tripod in
an upstairs window and point it outside.   If the
camera is positioned a feet back from the window it
should be invisible from outside (assuming  you don't
backlight it).    

If you want a more elaborate DIY system, Harborfreight
in Fridley/Hilltop sells B&W mini cams with 100' cable
for $40 and color for $50 (poor quality though).

Also make sure you have ample illumination of your
exterior, lights should be mounted on the 2nd floor of
the house pointed down, as opposed to in the yard
pointed towards the house.   Motion sensor lights are
$10-15, you can also get ones that will sound a beeper
inside the house when activated.   Low wattage,
fluorescent style floodlamps are now available at
Menards for $6 if you prefer to use a dusk-to-dawn
sensor and have the lights on all night.
