Let me suggest a solution I read about in the Irish Times (the Internet, what a concept!): A neighborhood in Dublin was beset with the same problem. They organized and, one day/night, 1,000 strong, they went from bad guy door to bad guy door, shouting for the bad guys to get the **** out of their neighborhood. I would add, make it a sit/stand/crowd-in that blocks them from doing business for the rest of that day. Bring cops undercover with the crowd. Make sure that someone with felonies and outstanding warrants gets arrested and show up in court. Organize clandestinely so that the bad guys are doing business as usual when you arrive and make sure they don't escape out the back door. Bring cameras and use them.
