This is the puppy that creates questions in my mind, and has so since first instituted at MPD.
There are forty-eleven, wildly variant definitions of what that means, both in the neighborhoods and in the police department. I would like to see Chief McManus give me HIS definition of what community-oriented policing means to him and how it becomes "everybody's responsibility."
