I don't think that's possible, since the licensing fees are by state law dedicated to highway construction and maintenance. And there wouldn't be enough money anyway. These fees, plus sales taxes on vehicles, plus gas taxes still only cover about one-third of the highway costs -- the remaining two-thirds is covered by general taxpayers.
