I don't think that's possible, since the licensing fees are by state law dedicated to highway construction and maintenance. It would take a major effort to change that.
And there wouldn't be enough money anyway. These fees, plus sales taxes on vehicles, plus gas taxes still only cover about one-third of the highway costs -- the remaining two-thirds is covered by general taxpayers.
