Thatcher, please note that Jim said "People have purchased houses, or built
housing and apartments with the belief that there would be adequate
parking."  In other words, they moved into an area that had ample on street
parking which the City has effectively eliminated now that they are already
established in their residence.  Since the City changed the landscape the
City should provide the solution.  Adequate parking when you move in is not
a luxury if it is already there.  But it is if the City changes the area 1,
2, 5, 10 or 20 years later and it should make provision for those already
there.
