On that note - a streetcar next to the greenway would be awesome, if it had enough access ramps and some way to get to it without streetcar riders standing in clumps blocking the greenway, and if there was enough neighborhood/police presence to make it safe at night.

More police presence would help the greenway as well as any streetcar/rail. Access ramps are tricky but solving this problem can also be used to mitigate the crowd control problem. I would image any such rail line would be limited-stop, similar to Hiawatha. Perhaps it could replace bus route 53.
