There was a pretty long article about the incident in the St. Paul Pioneer Press. Representative Kahn allegedly removed flyers from people's homes distributed by a republican incumbent seeking state house re-election, replacing them with flyers for the DFL opponent.
The allegations, if true, may be an indication of Representative Kahn's motives for demanding early city council elections in Minneapolis--to thwart the democratic process when the outcome doesn't please you and your party. I guess if you can't get the courts to do the dirty work (I detect a parallel process with the 2000 presidential elections)one has to resort to more jejune methods.
