What is a "congestion tax," and how would it be imposed?

Forgive my ignorance, but how do you define "economic democracy?" My
sensibilities would tell me that the definition would be a free market place
(don't we already have that?). I suspect I'm missing the mark.

Also, "knitting the urban economy into the bioregion" sounds like sci-fi
jibberish (no offence intended), like "reverse the polarity of the neutron
flow," so, again, forgive my lack of familiarity with these terms. What is
the bioregion, and how do we weave our urban economy into it?
