Slate is currently running an article about ordinances in 
several California cities that ban vehicles over 6000 pounds
from driving on residential streets. Since many SUVs and
large pickups weigh more than this, these ordinances
technically ban them from many cities. The ordinances have
been on the books for years, from well before the SUV craze,
they've just never been enforced.

As a sidebar, Slate mentions that similar ordinances are in
effect across the country. Including Minneapolis:

My question is: does this mean that SUVs have been illegal
to drive on Minneapolis residential streets all along? 
Is this ordinance in effect, or does Slate have it wrong?
If the ordinance is valid, how has enforcement of this
been approached, if at all?
