I know an agenda is being pursued here, but I'd like to explore this a little more. Why is this an LRT issue? Would the problem not be the same with bus rapid transit or any other "long haul" system? More precisely, isn't this a _lack_of_transit_ issue rather than an LRT issue? If we had more frequent local bus service we wouldn't have this problem.
Think transit. Multimodal transit and transportation. Fund it and it will happen.
