While renters should be concerned about paying out application fees
repeatedly, landlords/property managers do have a right not only to protect
their own investments from financial risks, but also have a responsibility
to their other tenants to protect them from bad neighbors.

I seem to remember several folks talking about how great it would be if
applications could be "portable" but I don't recall what all the obstacles
were in making something like that happen. I do remember there being
something about how long an application should be valid, given changing
circumstances with employment and such.

Does anyone know how that sort of thing works with credit reports? Perhaps
that could be a model to follow.
