While renters should be concerned about paying out application fees repeatedly, landlords/property managers do have a right not only to protect their own investments from financial risks, but also have a responsibility to their other tenants to protect them from bad neighbors. I seem to remember several folks talking about how great it would be if applications could be "portable" but I don't recall what all the obstacles were in making something like that happen. I do remember there being something about how long an application should be valid, given changing circumstances with employment and such.
