Dyna, on what are you basing your claim that MPD does not arrest people for
driving without a license?  I did a ride-a-long the spring of 2003 during
which the officer was running plates and specifically pulled over a vehicle
and ARRESTED the man for driving without a valid license.  I am not aware of
any department policy stating that officers are not to enforce that law.

As for the issue of the license plate being made unreadable, that issue is
the same as it is now.  It will be a problem that the police will have to
address as the run into it based on officer discretion.  I don't see it
being any more of an issue with the addition of red light cameras than it
already is with people getting covers for their plates thinking that they'll
thwart the laser gun.

        The red light cameras have one problem not yet mentioned- what if 
those "caught" don't bother paying the fine? Sure, we can virtually 
pull their licenses in absentia, but since it's MPD policy not to 
arrest people for driving without a license there's no teeth in the 
law. Consider also that a lot of red light runners may simply find new 
and creative ways to make their license plates unreadable.
