On average, I watch the cops pull drivers off Lake St. street (loading their cars on tow trucks) once a day between Park and Portland--two blocks. They are pulled over for other reasons, but lack of a license yanks the car. Lack of insurance may also get the car yanked. It's not a sometimes thing, but the everyday tedium of police work.
