Here's a suggestion; continue the Crosstown rebuild as
planned. Also continue the existing practice of
allowing buses to use the shoulders during heavy
congestion. (I know this cuts the "Rapid" out of
"Bus Rapid Transport" but at least it's better then
being stopped). Maybe add a line that for safety
sake, buses should not be moving on the shoulder
greater then, say 20mph, faster then the mainline
traffic.
Now here's the fix - kick $1 or $2 million over to
MNDOT to be used for two things:
- Expand the "Accident Investigation Site" concept,
cut a few more of these in, in strategic spots, and
actually make them accessible and practical to use.
- Either contract with a private tow company or expand
the Highway Helper program to add in a couple flatbed
tows to specifically patrol the bus shoulder areas.
This would be similar to Chicago's "Minute Men" (DOT
run) or the LA area service patrols (private tow).
Designate the bus shoulders as immediate tow away
areas. Any vehicle that stalls & blocks the shoulder
in that stretch will be towed to a drop off site or
the nearest exit ramp. Vehicles will be relocated,
not seized and not taken off DOT property - just moved
out of the way.
This could have a big benefit to all freeway users,
not just buses. Also big safety benefits.
Same goes for any minor property damage crash,
relocate it out of the way, and if possible out of
view of mainline traffic.
