Personally, I think it's more that the DFL delegates endorse candidates that demonstrate the same qualities that the city voters in general want. Something that I think was demonstrated in todays election results:

Candidate DFL Convention Primary Election
Lydia Lee 75.2% 72.4%
Peggy Flanagan 78.8% 68%
Sharon Henry-Blythe 28.5% 33.3%
Dennis Shapiro 46.3% 32.5%
Mohamed Jibrell 39.4% 10.4% (after discontinuing campaign)


(The election figures are not exact; since not all voters voted for 3 candidates.)

An argument was made that Minneapolis is dominated by the DFL and that
other parties do not have a "fair chance" and IRV would give them a
"fairer chance".  I don't buy that.  If DFL candidates do well, it is
because more voters decide that those candidates are more reflective of
their views or are more responsive to their issues, not because the
voting system is flawed.
