1) NCLB requires testing in grades 3-12.  Testing prior to NCLB 
was voluntary and only required of a small sample of grades
and subgroups.  By requiring that test results be publicly 
announced in an understandable format the NCLB assures that 
the public school are accountable, to some degree, for 
student achievement.  How parents act on this information puts
pressure on the public schools to institute reforms.

2) NCLB provides interventions to improve educational quality
for students in failing schools.

I see a lot of benefits for the African-American families that are
selecting schools that will help their children succeed.  I see that
schools are making changes to improve opportunities for students 
(as per Ms Lickness' post).
