When my husband and I bought a house that needed all new plumbing, wiring,
roof repair, etc., we were in exactly this situation.  The city was nice
enough to revaluate our property after we had taken out the old iron
(plugged and unusable) pipes, had started rewiring and so on.  The actual
value of the house in its state of rehabilitation was less than we paid for
the house and the city adjusted our property tax valuation to ACCURATELY
reflect that.  In return, the house quickly moved up in valuation and the
city has made a bundle on it since.

I understood at the time that when homeowners contact the city with this
explanation, it was pretty much standard that the city wwould try to work
with the homeowner to free up the cash needed to buy all those ABS elbows
and t's.  THe proceedure was to reset the property valuation to correctly
reflect what's going on in the house.   Face it: a house with electrical
access holes in the walls and no kitchen sink is worth a lot less than it
was worth when the walls were intact (but the wiring dangerous) and the
kitchen sink could at least produce a trickle of water.  

I'd suggest that before you cry "foul" you hop in your car and check out
the properties in question.  There is probably more good things going on
than is you can detect from the lists you are reading.
