You asked for any site that might explain the charge....after going through a lot of  
info the only thing I could come up with is

City ordinances...go to police and fire

Ordinance 173.720   Charges for equipment and personnel base charge for equipment and 
personnel actually used for fire protection shall be 400 hundred dollars per hour per 
vehicle for service on state trunk highway..leaving fire station until time of return 
to station.

.. there must be another ordinance some place, however, it seems strange that they 
would charge me $400.00 for seven minutes or so when they charge $400 per hour as a 
normal fee with the wording of "actually used for fire protection"  go to 
176.40...false alarms...you can have electronic false alarms go off and it is not 
until the third one do you pay a fee of $200. 4th is $300. 5th is $400.00. What would 
be more time consuming than going to false alarms? I am assuming it is for fire or 
could be police.......

Another item...once again I will state " I was told" but there is a site in city 
health... police early retirement for secretaries and office workers is $15,000.00 
plus 5 years of health care (@12,000.?) This is early retirement...contracts signed 
for their pension is @$18,000.00.  Tim made the statement that the $15,000 was their 
pension..that is not correct. They will get $33,000. plus 5 years of health care by 
leaving early...
