This isn't all that bad, actually. It's known as a "Michigan left." Usually the U-Turn is at a dedicated point distinct from any intersection but obviously with LRT that's less desireable. Having lived in Michigan for over seven years, I can attest that it works quite well.
Michigan has screwed up a _lot_ of things in their transportation system, but this is something they actually got right.
