CN:  I am not familiar with the various available
charges, but when I saw this "lurking with intent"
thing, I immediately thought it might be applicable to
the guy who hides his crack under my rose bush and
then hangs out on my front step awaiting the potential
customer...

In other words, I think this charge is probably used
to address drug dealers, prostitutes, and other folks
whose occupations involve loitering or "lurking."

I am personally not sure how I feel about the ability
to arrest someone for just hanging around. 
Idealogically I think it's wrong, (I'm all for
freedoms) but then again, I am really getting tired of
the gaggle of youth that insist upon dealing their
drugs right in front of my house.  What to do?  It's a
conundrum.
