Do you suppose that KKE Architects are the appointed Flak Catchers sent by
the School Board to protect it from the Mau-Mauing by the parents and the
kids in the schools? 

 

Considering that the contract  the consultants worked under was not only 
a 'no bid' contract but a 'nobody wants to bid on this' contract (you 
may remember, 22 firms were offered the contract, only one even returned 
a bid - that one was deemed unacceptable) Steve's characterization  of 
the contract as an appointment of Flak Catchers is apt.
