Neighborhood association 'staff' is the exception to the rule.  Neighborhood 
associations are
driven by mostly volunteer effort.  As NRP funds decrease (or disappear if local power 
plays
succeed) there will be even fewer staff hours.  Even those flyers on your door, Gina, 
were
probably delivered to you by a volunteer on your block.  Before condemning some of the 
most active
volunteers in your community, perhaps you could go talk with them?  Or join the board 
or a
committee and drive some of the neighborhood association initiatives?
