No.
When the open 3rd ward seat required a special election, we "DFL insiders" overwhelmingly endorsed the most qualified candidate, Olin Moore. At that point in time apparently Don Samuels was a newcomer to the DFL party, and I'd never seem him at any DFL event previous to his run for the 3rd Ward endorsement. IIRC, Don Samuels went on to win the seat in a low turnout special election in a snowstorm with Republican and Green party endorsements.
Since then Council Member Samuels has been hangin' with the DFL and even chipped in for a few ads in the local Union paper. Then again, Council Member Natalie Johnson Lee was soundly rejected for the DFL endorsement, narrowly won with the Green endorsement, and has since been seen hangin' with the DFL too, while the lonely Greens complain they haven't seen much of her. Meanwhile, Greens are complaining that their endorsed Council Member Dean Zimmerperson is voting with the DFL on development issues.
