I would be curious as to what's really behind this, too. The reason the article seems to offer up for banning booting is abuse of the laws. Banning use of the boot won't change that. Towing isn't any more inheritantly fool proof than stickin' a boot on a car. Plus, the article seems to point to problems downtown and Zerby's in SE.
