I guess I'm not sure what you're trying to get at.  First of all, if  they 
tried to register the day of the election and did not have the required  
documentation, they were either sent home to get what they needed, or they could  not 
register, hence they could not vote and the card would have been  destroyed.
 
If they tried to register BEFORE election day, the same process would have  
been used,  If they did not have the required documentation they could not  
register, hence they could not vote and the card would have been  destroyed.
