My answer would be no, unless people completed their registration,
signed the new registration roster, got a registered voters reciept and
voted.  I had maybe one person that did not have any of the right ID to
vote; they ended up tearing up their filled out cards.  At polls closing
the registration cards, and roster must match up; I have not ever had
someone ask to have it sent in with incomplete data on it. I doubt it
would be accepted either.    The good news is almost everyone that came
in with the wrong ID, came back either with the right ID, or a human
voucher.
