I drove through this intersection yesterday for the first time since the addition of the bumpout. The reason for it seemed fairly obvious to me. It's to keep people from lining up in the 32ns Street right turn only lane to take the exit on lake street.
So to answer your questions: Q. Why do we always have to add control elements to our traffic system? A. Because people will not respect traffic laws unless they are forced to. Q. What terrible traffic problem did this solve? A. To keep traffic moving through the intersection it is necessary to keep the right turn only lane reserved for people that are turning right onto 32nd and not those people lining up illegally in that lane to exit on Lake St. If the bumpout weren't there, people would line up in the right turn only lane preventing people from turning right. Then they would drive through the intersection and interfear with people in the legal lane from making an easy turn only Lake. This will cause people in the legal lane to hit their breaks and slow down people who want to continue on Hiawatha and not exit on Lake.
