"The City of Minneapolis has 117 such crossings in almost every neighborhood
of the city. It is estimated in today's dollars that the cost of
remediation - that is, signalized crossings and closings of certain
crossings - will cost a minimum of $40 million. Talk about an unfunded
federal mandate. Horns start tooting in communities without whistle bans
this coming April (five years later for those with bans in place), which is
when the hew and cry for local and state funding will become almost as loud
as the whistles themselves."

GAAAAAAAAA! Something has to be done about this! Where did you get this
information, and what authority does the FRA have to override municpal
ordinances? Is this rule change backed by the power of congress? I'm already
going batty with the recent upsurge in late night railroad activity waking
me up every night at 3:00 AM slamming cars together, rattling my windows.
Really. It sounds like bombs going off outside my house. Now horns too?!
Forget about state and local funding. The feds must be opposed in this.
