Death and taxes and developers Whatever form of government Mpls has, it will still require an active citizenry to keep it relevant and honest. Since the mayor/council can dispense millions, it is under constant pressure to favor developers. Citizens must provide constant counter-pressure - or lose their city to (mis)developers.
Eternal vigilance is still required.
