But David, that's what the Star-Trib seems to object to -- too many active citizens involved in the process. Separate elected Boards to care about Parks, Libraries, even one to oversee the Finances (Estimate & Taxation), and not beholden to the Mayor or City Council. Many people actively involved in their neighborhood groups, and making decisions about how best to spend NRP money in their neighborhod.Whatever form of government Mpls has, it will still require an active citizenry to keep it relevant and honest. Since the mayor/council can dispense millions, it is under constant pressure to favor developers. All these 'obstacles' to just doing it the way the Star-Trib, Mn TaxCheaters League, etc. want it done. I can see why they object to this. And I can see why Mpls citizens have voted down such changes for over 80 years!
Is there really any problem here? Minneapolis has won many awards for it's civic accomplishments. Our Parks are nationally recognized. Financially, we retain a AAA bond rating -- only 1 other large city has a rating this high. The bond agencies certainly seem to like our financial process!
Is the problem really that the citizens won't do it the way the developers & their friends want it done? Good for them!
