Do MPD promotions spark backlash?

At least one prominent Black Minneapolis Police Department
(MPD) officer has indicated to the MSR that they are questioning
whether or not a perceived increase in crime is simply the result
of a backlash against their promotions by disgruntled White officers.

Please.
The "perceived increase in crime" is the result of AN INCREASE IN CRIME, not
racism! Violent crime in Minneapolis is skyrocketing. Our murder rate this
year is at or near a record high. I was just talking to a friend who used to
be an avid concert-goer downtown who is now afraid to venture there. An
aquaintence of mine, who drives limo recently had a rather famous celebrity
in his care, and after dropping this performer off downtown received the
unwelcome, and unexpected gift of a bullet in his car. Luckily, no-one was
hurt, but had his speed been 1-2 mph slower, he might now be dead. Moments
before, the celebrity I mentioned would have been sitting in the path of the
bullet. How'd that be for Minneapolis' image? Another friend of mine was
mugged recently, brutally beaten by 4 thugs and hospitalized for $5.00. My
car has been broken into 3 times this year, and I live in a pretty decent
neighborhood, with a cop living next door! All the while, we have a city
government more concerned with pet projects than police, and we now have a
smaller force despite escalating violent crime. I don't care what race,
gender or religion the officers are. Just let them do their job, and give
them the resources they need to do it.
