the problem isn't at the state level. the problem is the city of minneapolis has a problem with prioritizing it's spending. there is plenty of money in the budget to fully fund police and fire, as pointed out by numerous people on the list. the city seems to want to spend it on a bloated communications budget and other things that are nice to have but are not necessary services.
Adding to what John Harris wrote, Booker Hodges was one of those pointing of the priorization issues. Read http://www.mail-archive.com/[email protected]/msg32616.html for a refresher on how his proposal would have resulted in the hiring of 61 new officers. And without a sales tax increase in sight!
