Goshdarnit, David. She's onto us media types! And I suppose this excerpt from a Strib story in April,1998 (when Arne indeed was governor) that backs up what you said makes this a full fledged media conspiracy:
"In the recently ended legislative session, the state approved the prepayment of $87 million in Minneapolis debt, which will enable the city to issue new bonds to pay for the $175 million [Convention Center] expansion. Preliminary planning has been underway for months, and construction is expected to begin next spring." The bonds for this appropriation weren't actually sold until October, 2001, and the city anticipated actually receiving the proceeds in 2003. But it came from the 1998 Legislature.
