In response to Barb's interest, here is a draft copy of the DFL delegate
allocation numbers for all thirteen wards. This is not official until
someone above my pay grade checks my work.

These are the new wards, used for the first time in 2002.

Needless to say, some wards are clearly more equal than others even though
they all started out with roughly the same population when redistricted.

Within each ward, precincts vary in significance according to their
historical turnout, not just the turnout for President in 2004. In my home
6th Ward, it looks like this:

6-1 448 283 204 262 197 1394 278.8
11.15 11
6-2 2539 1603 1114 1452 1100 7808 1561.6 62.46
62
6-3 1867 1098 784 1023 838 5610 1122.0 44.88
44
6-4 2294 1531 1125 1360 1122 7432 1486.4 59.46
59
6-5 625 320 244 279 240 1708 341.6
13.66 13
6-6 611 331 258 295 263 1758 351.6
14.06 14
6-7 422 285 244 262 257 1470 294.0
11.76 11
6-8 706 482 398 471 401 2458 491.6
19.66 19
        9512 5933 4371 5404 4418 29638 5927.6 237.10
237

This shows how "rounding down" to the near whole number affects the total
delegate allocation in each precinct. The "big three" precincts in the 6th
Ward are in Whittier and Stevens Square/Loring Heights where population
density in the apartment-heavy blocks tells the tale.
