Good news Vicki - your Minneapolis Charter Commission works for free! We receive no compensation, no benefits. At minimum, we meet once a month (first Wednesday of the month at 4 p.m. in City Council chambers). In 2004, Charter Commissioners spent considerable additional time working on the re-drafting of the Charter as well as several additional meetings responding to citizen petitions and in pubic hearings.
If we drive downtown we do get complimentary parking. I guess in some circles that might suggest that we are a drain on taxpayers. There is one person from the City Clerk's assigned to be the recorder and one attorney from the City Attorney's office is there as an advisor but they are not employed by the Charter Commission since we have no budget and no money to pay anyone or buy anything. FYI, as a home rule city, Minneapolis is required to have a Charter Commission. I'm not sure what your point was or why you spent time "sleuthing around" but an e-mail or a phone call to me could have quickly informed you that if there was line item in the city budget for compensation and benefits paid to Charter Commissioners it would read "NONE"!
