One solution being tried is joining a landlocked city to it's county as one entity. I do not know how successful these reweavings are. There have been calls on this list for doing more of that, but it cannot be done piecemeal, if it's done at all.
We've been hearing these stories for decades because we created the conditions for the problems to arise in the 1960s.
