The people I've worked with on NRP planning are quite smart and have a high 
degree of integrity
and a sincere commitment to gather and incorporate input and report on all of 
the phases of NRP
planning.  I haven't met any of the dullards that Michael describes.   

"Showing up" can mean simply completing a survey or reading & replying to draft 
copies of an NRP
Action Plan, which provides a framework for later investments.  It's hard to 
sympathize with
someone who simultaneously berates those who volunteer their time and 
apparently chooses not to
participate.  

NRP provides neighborhoods with a certain amount of money to invest (almost) as 
they see fit (with
significant oversight). It should be a permanent and longterm program, but 
should be considered
one component of comprehensive city planning.  NRP provides the ability for 
neighborhoods to
target specific, high priority needs that may not be recognized by City 
planners.
