I hope someone will correct me if I'm wrong, but wasn't there a change made not that long ago in how communications was handled among city departments where that function was centralized to one department rather than having various departments maintain their own communications staff? I seem to specifically recall some complaining in this forum about cops supposedly being censored or whatever because of this cost-cutting move. If so, wouldn't it then stand to reason that the budget for the communications department would increase since staff were being shifted to that department from the others? While I'll certain agree with John that some spending priorities may be out of whack, sometimes the problem can be critics rushing to conclusions without fully reviewing the facts.
