Possibly because people seldom actually look at the street sign on their own block; a couple days after moving in they learn how to get home without reading the street signs.In the early 1970s, the colored street signs were installed as a snow emergency system (e.g. "do not park on blue streets until 8:00 tomorrow morning," etc.). Apparently it didn't work too well; they were only used for a couple of seasons.
