Minneapolis has already chosen to make downtown as car-friendly as possible with massive city owned parking ramps and freeways carved right into the heart of the city.

Charging more to drive into the city would .. drive people away.

Better to build more HOV and Bus-only freeway lanes to give people more incentive to leave their cars behind.
