[Lake Hiawatha has the worst water quality
problem in the park system, I believe.]

Wrong. The worst water quality is the Loring Park Lake (or pond), according to the last report on this.

Nokomis was 2nd worst, and Hiawatha was third worst, I believe. This may have changed now, with the "Blue Waters Initative" changes to the watershed.

In general, the water quality seems to be directly related to the size and depth of the lake. Loring pond is very small & shallow, so it's usually worst. Nokomis is very shallow (really, just a dredged slough) so it's often bar, too.
