(1) How much new revenue is being captured from sources paying nothing now?
The whole fee system was apparently designed to capture revenue from properties, such as parking lots, who pay nothing for stormwater now because they get no water bills. So how many new utility bills are going out that just bill for stormwater and how much total revenue are those new bills supposed to return?
(2) What is happening to the total revenue stream from stormwater billing?
As I understand it, this change was supposed to NOT be a general fee increase but to just readjust the fee structure so that those who cause much of the cost pay something like their fair shares. Is that what is really working out? Does the revenue from stormwater billing come out to be about the same as before? If it is going up, particularly if it is going up in a big way, then it really is an unannounced fee increase. (Maybe that needs to be done for other reasons but I think that those reasons need to be stated so that this doesn't seem like a bait and switch.)
(3) How much more, over time, is stormwater drainage costing the city?
I know that we've had to go through the separation of the stormwater sewer from the sanitary sewer. Is there an ongoing cost to maintain the new stormwater sewers that wasn't foreseen when the separate systems were created? Or, are there other costs for stormwater sewerage that are outstripping our ability to pay for them?
With the answers to those questions, I think that the public will be in a better position to judge what is going on. The chart is a good start but we still need more answers.
