Personally, I think Nick purposefully left it out to greater emphasize his theme that this is just another example of the rich sticking it to the poor. He has done this for years. why else would he write this in a column supposedly about the new stormwater fee: "...But when the government cuts taxes on the rich while finding new ways every day to raise the average person's expenses without admitting it is increasing regressive taxation -- those who least can afford to pay are paying the highest percentages -- then the Minnesota that Rich Neuwirth loves is going off the tracks." this stormwater fee has nothing to do with income taxes. the story isn't about stormwater fees.
